Just as you thought services couldn't get any worse, Brent Council excels by breaking all records. You imagine some paperpusher saying : Hey guys, let's find a place that is as out of the way of everyone as possible, make sure there is no parking available, make some really complicated rules so that users have to come back three times to present more and more documentation for their right to park a car, and then let's hire the grumpiest and rudest nitpickers we can find, and call it a Parking SERVICE, and top it off with charging some exhorbitant fees without giving anything in return.
